課程概述

近來食品安全衛生的風暴不斷衝擊社會大眾對食品安全衛生體系的信賴。「食品」究竟如何在現代社會中成為國家管制的標的?其安全、衛生、營養又如何成為現代食品管制的核心議題?現代國家與國際體系又是透過什麼樣的體系在一次又一次的食品安全衛生風暴中建立與維護食品安全的體系?凡此皆為面對食品安全與衛生必須先予釐清的議題。本課程將從食品安全的政治為經,以美國、歐盟與國際貿易管制體系為緯,帶領學生探索此一課題的諸多面向。 

課程目標
使學生能在理解內國的食品管制法規與國際貿易上食品管制體系後,對台灣所面對的各種食安危機與來自國際貿易法上的挑戰,進行批判性的分析。 
課程要求
參與每週閱讀文獻之報告,並從TTIP或TPP的SPS協定中,分析台灣未來可能的因應策略,作成期末10000字書面報告。
